Create this shape with pen tool :-



Apply these layer styles in it: -













Select Elliptical Marquee Tool and draw a circle as shown :-



Press delete



Now, with the help of pen tool, draw this path :-



Create a new layer, set the brush size to 3 px, select black as foreground color. Now, right click on the path while pen tool is selected, select stroke path and select brush. Our price tag is ready :)
